1Introduction
KAERI has carried out the JRTR (Jordan Research and Training Reactor) project, the first export of a Korean nuclear plant, and KJRR, (Kijang Research Reactor) a project at Kijang, Busan. As the JRTR has been developed, the number of various documents has become quite large. In addition, the management of these documents has been required for the establishment of the information management system. For this reason, a document control system (DCS) was established. DCS allows the project management team to prepare, review, revise, and approve the design of the documents using a systematic classification system of documents and accumulated knowledge of the project management team.
During the Hanaro construction period, in the 1980’s, researchers drew up documents in handwriting on a ledger and kept them in the form of a hardcopy. In the 2000s, when the Hanaro utilization facility was constructed, document ledgers were prepared using Microsoft Excel and contained in electrical files. Since the project team started using electrical document management methods, it has intended to implement the document management of the JRTR, utilizing the experience from Hanaro and utilization facility construction, making up for the inconvenient items from several previous projects.
First, the project management team analyzed the project control system, document number classification, and document control system, and thus the JRTR DCS (document control system) was established.
When the KJRR (Ki-jang Research Reactor) project started in April 2012, a more improved DCS was prepared as KAERI performs the design, licensing, purchasing, construction and commissioning for the KJRR. An AnSIM system will prepare an exportable level document system, connecting with the export of the research reactor.
2JRTR Project and Ansim System
2.1Jordan Research and Training Reactor Project
Document and record management, tracking enhancement, and knowhow management are important in the research and development quality assurance [3]. KAERI has developed the JRTR DCS for reasonable computations of research reactor project documents. As the project is implemented and information system is analyzed, the project team carries out DCS building, system establishment, and organization and staff operation system set-ups. KAERI unified the project document system, called AnSIM (KAERI Advanced Nuclear Safety Information Management). The system design, the main work in the JRTR project, is recorded and managed in document form using an internal AnSIM system [6]. Documents in AnSIM are prepared at KAERI or imported from external organizations for the JRTR. The shape of the document system for the JRTR is shown in <Figure 1>. The AnSIM system is based on QAM (Quality Assurance Manual), PPM (Project Procedure Manual), and QAP (Quality Assurance Procedure).
For the KJRR project, KAERI accomplished the conceptual design and system design, licensing, commissioning, basic engineering company work, and detailed design. The construction company performed installation construction, and a manufacturer carried out the fabrication of equipment for the KJRR project.
2.2ANSIM System Form
The process through which the AnSIM system builds a DCS is shown in <Figure 2>. DCS can supply a document form and prepare, review, and approve the documents. In addition it can also carry out projects smoothly. The purpose of AnSIM is to make a technical record such as a permanent design document and a design drawing.
First, AnSIM computerized the process of the design work of the KAERI research reactor, which prepares the work of the IOC (Interoffice Correspondence), DDA (Document Distribution for Agreement), Design Documents and drawing, and PM Memo (Project Manager Memorandum). Second, AnSIM can handle the incoming registrations, distribution, review, and approval, and supply approval documents for users. Third, AnSIM manages the present organization, member information, and user rights. That is, as AnSIM manages the unitwork in real time, it contributes to the vitalization of the research and development.
The basic structure of AnSIM consists of the document control folder, document containing folder, project management folder organization folder, and extra company folder. The contents and structures of AnSIM are shown in <Figure 3> [4]. This AnSIM system is provided to save time and to improve working efficiency.
3EPC Documents Flow
For incoming documents from an external company, KAERI transfers them from an extranet to an intranet because the Internet is divided based on the institute policy. The workscope of the document flow for this external contract company consists of the input and registration in AnSIM, assignment of the design manager (DM) and main designer, document review, preparation of the design review and PM memorandum, approval, and output to the external contract company. The document flow for this external contract company is shown in <Figure 4> below [1].
The AnSIM registration of incoming documents includes the outgoing company name, incoming date, correspondence and design document number, and title, as described in <Figure 5>, and sheets and uploaded attachment documents are transmitted.
In the case of the transmittal sheet, after the document number, revision number, and title are put in each attachment document, the attachment documents are uploaded. After the input contents are saved in AnSIM, an approval stamp and incoming stamp are added at the bottom of the transmittal sheet, and the incomer’s signature is signed in the approval stamp. The transmittal sheet documents are transmitted to the APM (Assistance Project Manager), who orders necessary work to the DM (Design Manager). After the DM designates the designer, the APM’s signature is automatically signed on the approval stamp, and the DM receives the design documents.
In case a document needs to be reviewed by a corporation, the designer can be asked to give a review opinion by the DDA (Document Distribution for Agreement). This DDA is the same as that of the document control folder, and the DDA system is additionally installed in an extra contract document folder. After the designer collects the review opinions from the cooperation parts, he prepares the total review opinion [2]. The PM memo is prepared, attached to the total review opinion, and approved by the project manager, as shown in <Figure 6>. After the document has obtained approval, it is sent to contract companies by extranet e-mail.
4SYSTEM DESIGN
4.1Document Control Folder
Document control for the design consists of IOC, DDA, a cover of the design document, PM memo, ALARA control, and design change control. First, the IOC is operated together in the inter organization and has technical information jointly. Second, the DDA is prepared for final approval of the design document for the production of internal documents by mutual consent from technical link parts. Third, the design document cover is in the form of the final review and approval work for a complete design document with the DDA during the project. If the document finishes being reviewed by DDA, it is adjusted and updated. After an independent review and ALARA review are finished, it will be approved, as described in <Figure 7>. Last, the PM memo is provided through correspondence instead of an official paper for speedy communication from KAERI to an EPC (Engineering, Procurement, and Construction) company in the research reactor project. PM memo reduced working hours and was made smoother than official letter. The PM memo is sent as an attachment of the review opinion submitted from an EPC company.
After the design review is finished, the ALARA control is provided as an optimal design confirmation for the radiation protection in the facility and experimental system design. ALARA was designed to show its status by 13 categorized sections such as the general, material selection, valves, tanks, and pumps in the design guide.
Above all, the design document cover is attached to the design document file, the DDA, the independent review, and the ALARA check-list and then mapped onto the design document cover. The approved design document cover accompanied work flow is shown in <Figure 8> [5].
4.2Document Container Folder
The approved IOC, DDA, design document, and PM memorandum are transferred from the document control folder to the document container folder. The approval drawings by hand, meeting minutes, design materials, and PM memorandum by hand, except those from the document control folder transferred documents can be registered in the document container folder. If the document number of the design document and drawing is clicked, it shows the revision and approval histories, as shown in <Figure 9>. In addition, it provides the information of the consolidated document, PDF, DDA, ALARA, an independent review, a main body attachment, other attachments, RPE (Registered Professional Engineer) attachment, and all document files. These documents can also be downloaded.
5System Realization and Improvement
The AnSIM system embodies an input system, a data loading system, and a search control system. The input system is the input preparation parts, date, document number, revision number, title, safety classification, quality classification, seismic classification, and approval line for the design document. The data loading system loads the prepared design document, design drawing, figure, and ALARA check-list file. In the input system and data loading system supplied from the document control folder, the document situation can be displayed before approval. The searching control system searches and sorts out the approved IOC, DDA, design document, design drawing, and correspondence of the PM memorandum, and supplies personal information, the document type, parts, and period of the present state.

(3) The design document cover is made during the approval process, and the revision history, design document contents, and main body of the design document are merged and contained in the AnSIM system. The DDA, main body of the design document, independent review, ALARA check list, and calculation can be registered in the AnSIM system.

(4) The nuclear technology experiment and knowledge of the design, fabrication, testing, installation, commissioning, etc. succeed to the next generation continuously.
6Conclusion
The DCS for the JRTR project of a turnkey basis export of the first nuclear plant in Korea chose the AnSIM system through a sincere program review of other future export projects. The ANSIM (Advanced Nuclear Safety Information Management) system consists of a document management folder, document container folder, project management folder, organization management folder, and EPC (Engineering, Procurement and Construction) document folder. Document management for the design consists of the IOC, DDA, cover of the design document, PM memo, ALARA control, and design change control. As the approved design document moved from the document management folder to the document container folder, the system supplied a document list and sorting function. After an intra was DCS built, extra DCSs were established as an engineering company, a construction company and manufacturing companies. Not only did the ANSIM system realize a design document input, data loading, and search system and manage KAERI’s longperiod of experience and knowledge information properties with a management strategy, but in doing so, it also contributed to research activation and will actively help in the construction of other nuclear facilities and exports abroad.
